Section 19 of the Safe Drinking Water Act requires City Councillors and officials to make sure that water systems are managed with proper care. Good financial management is crucial for running the city's water system safely and sustainably. Ontario Regulation 453/07 goes a step further by requiring municipalities to create Financial Plans that outline the expected financial stability and operations of the water system for a minimum of six years. These plans are developed using research and analysis from the supporting Water and Wastewater Rate Study.

One main goal is to set stable and predictable rates that support long-term infrastructure projects. This has become more challenging due to years of low investment in infrastructure and the recent rise in construction costs. The City’s 10-year capital budget plan and Asset Management Plan aim to ensure there is enough funding to replace old infrastructure. The suggested fees from this Water and Wastewater Rate study help align the necessary funds with these renewal projects.
